You question is very general. Which factor would you like to modify with a safety-factor?
There are many possibilities to modify safety criteria in ROHR2.
E.g. there is a possibility to change the safety-factor on the allowable stress for the stress analysis.
You can also design yous system so that you do not have any utilization coeficient above e.g. 80%.
This can also be applied to other design check, e.g. nozzle loads or flange design.
